Leadership is one of the most important skills in whatever business, private or public. The new concept of leadership also developed at Harvard is about motivating people driven by a common purpose to change things as they are (Marshall Ganz, 2011). It is not about a single person driving the whole process, yet it is a “snowflake” model where everybody is connected to positive change.
As shown widely in many research, public sector reforms often fail when there is no political willingness to implement them, when non-technical factors are not taken into account (like change management), and when government teams and ministries do not cooperate among each other.
The governance project supported by the World Bank aims to develop leadership at the governmental level to help selected ministries implement the current public administration strategy (PREMA). Using a very innovative approach in public sector, this initiative is based on:
1) Problem-solving approach through identification and prioritization of problems;
2) Collaboration between governmental teams;
3) Learning by doing and flexibility.
