How might we improve knowledge management between the government of Madagascar, civil society and the World Bank?

One of the most critical challenges facing whatever private or public organizations today is organizing, analyzing and sharing data, information and knowledge for strategic decision making. Knowledge management (KM) is really about capturing, structuring, enhancing and disseminating the knowledge of an organization, is about transforming information in real knowledge.

Even id there are many KM technological solutions available nowadays, it is important to note that technology by itself is not KM, yet it is just a facilitator. Why so? Because people are always at the center, and considering the “human factor” is crucial when developing KM solutions. Research has shown that on the major problems that occur in KM usually result because organizations ignore the people and cultural issues. In an environment where an individual's knowledge is valued and rewarded, establishing a culture that recognizes tacit knowledge and encourages employees to share it is critical.

The government initiative supported by the World Bank aims to develop a KM platform for organizing, analyzing and sharing all the knowledge produced by a major governance project in Madagascar (PGDI2). The KM system should be a comprehensive “living organism” that will have the following benefits:

  • Learning system:  the KM system will aim at improving on-going learning during implementation so that information is gathered and translated into knowledge leading to results and impacts.
  • M&E: the system will allow functioning, learning-oriented M&E and information management to accelerate problem-solving and decision-making.
  • Knowledge sharing: The system will create incentives for stakeholders to create and share knowledge in an easy and friendly manner. The system will also facilitate access to information on all the aspects of reforms supported by PGDI 2.
  • Change management:  The system will foster a common understanding and vision among a diverse range of stakeholders and partners involved in implementing the project on KM so that changes will be driven by the stakeholders themselves. For doing that, there will be a continuous mentoring & coaching linked to practical implementation challenges and leadership support for a culture of change.
